Facilities Assessment Overview

            After conducting a Facility Study, The Board of Trustees of Clyde Consolidated Independent School District voted to call for a bond election to be held on May 10, 2008 for an amount not to exceed $19,950,000. 

            A twenty-three member community-based Facility Needs Assessment Advisory Committee (FNAAC) was established to study facility needs.  Individuals from several communities within Clyde CISD shared their time and talents by serving on this committee. At the completion of their assessment of school facility needs, this committee recommended a plan to the board.  The FNAAC asked the board to consider three building projects to be funded by a bond election.  The projects were  

1)      An elementary school

2)      A new auditorium addition at the high school

3)      A new football stadium with adequate seating and parking

The FNAAC also recommended that the bus barn be moved into town for safety and economic reasons but that this be done with general operating funds. 

The highlights of the board developed facilities/bond plan are as follows:

1.      A replacement elementary school with more capacity located on the existing elementary school site.  Remove the existing elementary after the completion of the new school.

2.      The addition of an 800-seat auditorium at the high school.

3.      A new football stadium seating 3,500, with an all-weather track, sports lighting, and a building housing concessions, restrooms and dressing rooms.

4.      The District following state procedures to capture Existing Debt Allotment (EDA) funds.  If the bond passes in May 2008, this would allow the District to meet the timing requirements and the local effort requirements to capture this state aid in May 2009.

If the bond passes on May 10, the new elementary school would be located at the site of the current elementary school, most likely behind or beside the current building.  After construction is complete, the existing building would be removed.  The football stadium and auditorium would be located behind the high school. 

The Board of Trustees and the FNAAC each worked to be financially conservative and yet maximize all funds.  Meeting the facility needs of Clyde CISD and effective master planning for the future were important in all recommendations and decisions made.

Notice of Public Forum

Parents and community members are encouraged to come and learn about the proposed bond and new facilities planned for the Clyde Consolidated Independent School District. Members of the Facility Needs Assessment Advisory Committee and the school board along with administrators will be on hand to answer questions. The three projects that are proposed are an elementary school, a new stadium, and an auditorium at the high school.

Tax Rate - Historical and Projected

The District's tax rate has declined 51.16¢ per $100 of property value over the past two years. The current tax rate is $1.1180 and is going up in 2009 to a projected $1.1770 even without the new school bond. If approved by voters, this bond would require a tax rate increase of 23.33¢ maximum to a total of $1.4103.

Taxpayers Age 65 and Over

Taxpayers 65 years of age and older who have applied for and received a freeze on their homestead taxes will not pay any amount of school taxes on their homestead above their frozen level, even if this bond passes, as long as they remain in the same residence with no major improvements to that residence.

It is important to note that senior citizens must request this status in order for their taxes to be frozen. To make this request, contact the Callahan County Appraisal District at 854-1165.
